Ian Fox – Biography
Ian initiated his emergency response career right out of high school training as a Naval Officer in the Royal Canadian Navy. Upon leaving the Navy, Ian accepted the public works foreman position with the Village of Cremona, northwest of Calgary. A typical village where you get to wear more than one hat and emergency response is no exception. Ian initiated the first formal fire department for the Village encompassing disaster response into the training and assumed the “hats” of Foreman, Fire Chief and Director of Disaster Services.
Upon leaving the Village’s employ, Ian formed a custom farming business and agricultural brokerage while maintaining his volunteer positions of Fire Chief and Director of Disaster Services for the Village. This also allowed Ian the opportunity of working with the other four urban municipalities within Mountain View County and the County itself to create the first regional municipal emergency plan for the area.
As Ian found much of his spare time willingly devoted to emergency response he assumed the full time position as Director of Protective Services with the Municipal District of Smoky River when the opportunity presented itself. This was the first regional director put in place by the Municipal District. The duties included regional fire chief and regional director of emergency management for the four urban communities and the Municipal District itself. The response area was approximately 1200 square kilometers with a total of 5000 residents. Ian has also obtained his Emergency Medical Responder designation through the Alberta College of Paramedics and worked on car with Smoky River Ambulance as a casual staff member. Smoky River Ambulance later became part of Peace Country Health and is presently operated by Alberta Health Services.
After 7 years with Smoky River, Ian transitioned to the position of Manager of Protective Services for the Municipal District of Greenview. Greenview boasts 33000 square kilometers and a rural population of 5,464 with three urban municipalities and two hamlets. The position included management of the municipality’s two fire departments, three co-provided departments, emergency management, body retrieval unit, county enforcement and liaison activities with the RCMP and Emergency Medical Services.
Presently Ian resides in St. Paul, Alberta and holds the position of Field Officer with the Alberta Emergency Management Agency. In this capacity, Ian is charged with assisting municipalities in maintaining an appropriate state of operational readiness with respect to major emergency response. While liaising with the communities he reviews and makes recommendations regarding municipal emergency response plans, assisting with grant requests and conducting exercises. During major incidents he works with those personnel within the municipal Emergency Operations Centre to ensure communication between applicable provincial agencies and provides advice and direction when requested.
In addition to the above activities Ian also operates an instructional services company specializing in fire and emergency services training, has served as a Director of Peace Regional Victims’ Services and the Alberta Water/Wastewater Operators’ Association, as the President of the Alberta Association of Fire Service Instructors, a Director of Search and Rescue Alberta and currently the president of St. Paul Search and Rescue and a member of the local Ag. Society.
Over the years, Ian has attended Lakeland College, the University of Alberta, Mount Royal University, the Canadian Emergency Management College and SAIT to satisfy his educational interests. Ian holds or has held certification as a Pesticide Applicator, Water/Wastewater Operator, Professional Firefighter, Fire Service Instructor, Emergency Medical Responder, Safety Codes Officer, HAM operator and has completed his National Advanced Certificate in Local Authority Administration. Ian has also instructed a portion of the Public Safety Communications program offered by Kwantlen University College in Surrey, B.C.
