This is the Program Manager position from the City of Edmonton Development Compliance & Inquiries Unit. Development Compliance is the Bylaw Enforcement arm of the Planning Department and enforces the Edmonton Zoning Bylaw 12800.

Are you looking for a leadership opportunity to use your project management expertise, planning and development knowledge, to create and maintain relationships, supervise staff, and lead process improvements? If so, read on!

As a Program Manager - Development Compliance, you will support the Business Licensing, Inspections, and Compliance Area by investigating development compliance concerns, leading land use projects and supporting cross departmental initiatives that will ensure enforcement services are delivered in a way that aligns with corporate strategy and Council’s direction. More specifically, the Program Manager will lead a team of planning, enforcement and administrative professionals.

As a Program Manager you will be involved in the following activities:

  • Support, supervise, and lead a team consisting of supervisors, planners, administrative supports, Bylaw Officers and student planners striving towards high performance and quality customer service
  • Provide support and direction on Zoning Bylaw amendments, policy development, training plans and process improvements to enhance consistency in decision making and building a high performing team; specifically resolving compliance implications in Zoning Bylaw amendments, enhancing a positive team culture, encouraging innovation and celebrating team successes
  • Demonstrate the foundational competencies, key behaviours and attributes of the City’s six leadership competencies: Courage, Inclusivity, Values-Based Influencer, Collaborative Networker, Systems Thinker and Creative Innovator
  • Lead the development of new or revised procedures (e.g. day to day operations of development compliance, and interpreting enforcement sections of the Zoning Bylaw 12800), policies and data systems to support service delivery needs and meet stakeholder expectations
  • Respond to development permitting and compliance inquiries, addressing concerns received from City Council, Administration, industry representatives, regulatory bodies, other municipalities and citizens
  • Collaborate with Community Standards, Development Approvals and Zoning Bylaw units, and provide oversight or lead a variety of complex and sometimes sensitive land use projects, using advanced skills in negotiation, project initiation, and creativity to implement solutions
  • Use project management practices to deliver internal operational process changes that align with policy and corporate objectives
  • Lead in developing the Business Licensing, Inspections and Compliance Area level strategies required to achieve the Area vision
  • Maintain, develop, and promote effective relationships and communication with internal and external stakeholders to improve collaboration and partnerships
  • Respond to Council motions and represent the team at Council meetings
  • Support the Area and its leadership team by representing the Area on a variety of Section/Branch/Department initiatives
  • Related duties as required


Qualifications :

  • University degree in Urban and/or Regional Planning, Architecture, or a related field
  • Project Management and/or Facilitation/Public Engagement training and/or certification is an asset
  • 7 years of progressively responsible planning and/or management experience including municipal planning, supervisory and project management experience
  • Demonstrated knowledge of training and skills development in group facilitation, public involvement process and standard research techniques
  • Thorough and current knowledge of the development permitting process and Zoning Bylaw 12800, Municipal Government Act and relevant City of Edmonton statutory plans, policies and procedures
  • Strong customer service, mediation, interpersonal and conflict resolution skills
  • Excellent verbal and written communication skills, and ability to present to a political audience
  • Demonstrated entrepreneurial approach to work and the ability to drive change to achieve goals
  • Professional designation or eligibility for membership in the area of expertise is required (e.g. RPP and CIP)
  • Ability to analyze complex technical information, interprets Zoning Bylaw 12800 regulations, legislation and other policies, and makes timely decision
  • Valid Alberta Class 5 driver's licence (or provincial equivalent). Obtaining and maintaining a City Driver's permit is a requirement of this position
  • Hire is dependent upon a Police Information Check satisfactory to the City of Edmonton
