The Development Compliance Supervisor supervises a team of Planning Technicians to deliver highly complex and advanced technical development compliance services and project manage a variety of specific city wide compliance concerns. You must have technical knowledge of planning and development within Development Approvals processes, the Edmonton Zoning Bylaw, and the Municipal Government Act. You will oversee the determination of compliance and enforcement decision making with considerations of unit policy, development approval perspective, bylaw interpretation and the political and social circumstances.

Duties include:
Provide leadership and supervision to a team of Planning Technicians

Responsible for recruitment and completing Performance Reviews for the Planning Technician I and Ils on the team
Establish and lead regular team meetings and one to one staff member meetings to provide direction, develop rapport, provide opportunities for discussion/ideas and provide recognition

Address performance and/or attendance issues in coordination with the Senior Planner and/or General Supervisor
Provide direction to clerical staff within the Development Compliance unit
Delegation of complaint assignments and audit case files

Review Planning Technician enforcement procedures, enforcement decisions and file review including written responses, notices, orders, tickets and court documents

Support staff with compliance decision reviews, attendance at SDAB and court when required
Facilitate team building and cultural commitment activities

Oversee the direction and progress of Planning Technicians projects

Complete regular onsite investigation inspection and required OH&S inspections
Development Compliance policy, procedures and guidelines

Provide guidance on Development Compliance inspections processes and decision making
Provide guidance on prioritization of inspections

Manage and lead projects from stages of issues identification, planning, implementing and evaluating expected outcomes

Deliver on a variety of complex and sometimes sensitive projects using advanced levels of judgement, initiative and creativity to analyze compliance data and consider land use impacts to neighbouring properties in regards to the concern

Develop and manage light project charters, including project based enforcement, Infill Action Plan implementation and Cannabis sales/processing/production projects, to address complex or large scale enforcement efforts

Engage and gather data, input and perspectives from internal stakeholders and colleagues

Make recommendations based on the project results

Identify policy change requirements to address proposed Zoning Bylaw amendments

Respond to complaints, inquiries, or requests for information of a sensitive or complex nature from City Council, Senior Administration, the general public and applicants

Identify, research and analyze issues to establish consistent compliance responses

Participate in cross departmental issues resolution and coordinate key messaging with other City Administration as required
Prepare responses to inquiries from City Council in a professional manner, with recommendations

Provide support to the Development Compliance unit and Senior Planner

Represent the Section in a professional manner and reporting meeting messages and action items in a timely manner

Resolve day to day issues and engage Senior Planner and/or team members to coordinate solutions
Related duties as required

2 year diploma in Planning, Engineering or Architectural technology from a recognized institution of technology
7 years progressively responsible experience in land use enforcement including experience with Municipal Government Act Orders and Bylaw Tickets

2 years of supervisor experience directly related to approving land use enforcement remedies

Experience in enforcement, project management, dealing with the general public and problem resolution

Significant knowledge of planning legislation and regulatory requirements, and of City policy, practices, procedures and initiatives related to assigned duties

Knowledge of development planning and compliance procedures of the Zoning Bylaw and Municipal Government Act
Knowledge in training, communications and / or process improvements is an asset

Ability to work on a wide range of items in a fast paced, large volume and deadline driven environment

Excellent communication skills with the ability to reach consensus, gain acceptance and apply a wide perspective on challenging issues for decision

Proven ability to learn and adapt quickly in diverse areas such as development planning, zoning bylaw enforcement and compliance, customer service, communications and project management

Willingness to take initiative, be self-directed and act confidently when making recommendations and decisions
Ability to define a problem and identify viable solutions

Strong written communication skills, used in preparing and presenting reports, projects and external messaging

Ability to facilitate processes to identify issues and seek input, categorize, analyze and report on issues

Demonstrated leadership skills with ability to build an engaged team culture

Hire is dependent upon a Police Information Check satisfactory to the City of Edmonton

Valid Class 5 driver's licence (or provincial equivalent). Obtaining and maintaining a valid City Driver’s Permit is a requirement of the role

Hours of Work: 33.75 hours per week

Salary: $45.846 - $57.931 (Hourly)
