The Parking Program Officer supports Edmonton's liveability by helping to ensure that parking enforcement is fair, consistent and carried out appropriately. Using your high energy and attention to detail, you will research, lead and support initiatives for internal workflow facilitation. By collaborating with the Solicitor General's Office, various City Departments, Municipal Enforcement staff, community leagues and other key partners, this role helps ensure parking enforcement is carried out in accordance with established standard operating procedures and policies.

Key accountabilities include:

Conduct surveys and analyze other jurisdiction's current business practices to provide improvement recommendations

Investigate trends, recommend enforcement actions to address public concerns, and evaluate resolutions

Research methods, perform analysis, and provide recommendations and reports to the Coordinator for improving parking enforcement practices, procedures and approach to optimize service delivery

Analyze potential obstacles such as deficiency of materials and resources while considering time, budget, quality control and other factors

Respond to various inquiries and requests from all levels of the City. This includes but is not limited to call centre representatives, Municipal Enforcement officers, various members of Edmonton Police Service, supervisors, Senior Leadership, City Council and/or the Mayor's Office

Correspond with community leagues, council, stakeholders (EPS, EFD, Capital Health, etc), other city staff and members of the general public to resolve parking problems/complaints

Perform inspections / investigations in regard to tag/officer complaints

Supervise Parking Enforcement Contract field activities during special event enforcement operations

Act as a community liaison for Parking Enforcement Services working closely and directly with community leagues to identify and proactively address parking issues

Completion of a 2 year diploma in the law enforcement field from a recognized institute or college; University degree in Business Administration, Law & Governance or a related discipline is an asset

Minimum 3 years public contact experience including 1 year of diverse bylaw enforcement experience

Working knowledge of quantitative and qualitative research methods, performance measurement, program evaluation and strategic planning

Extensive independence of action, proficiency and judgement

Ability to create and maintain policies, procedures, plans and other requirements

Ability to analyze background material, operational research, and other statistical information

Ability to test and evaluate theories used and solutions

Knowledge of methods studies and analyses procedures, practices and terminology as related to work assignment

Knowledge of departmental, civic and governmental policies and regulations affecting the work assignment

Knowledge of the principles of supervision, organization, administration and work delegation

Ability to express ideas and concepts effectively and persuasively, verbally and in writing

Ability to establish and maintain effective relationships as necessitated by work assignments

Excellent interpersonal, communication, time management and organizational skills required

Hire is dependent upon a Police Information Check satisfactory to the City of Edmonton

Valid Alberta Class 5 Driver’s Licence (or provincial equivalent). Must obtain business auto insurance for personal vehicle use on City business.
