Municipal Enforcement Officer II Up to 2 temporary up to 11 month positions

The Complaints and Investigations Section of the Community Services Department is seeking a Municipal Enforcement Officer and a Municipal Enforcement Business Licence Officer to provide the monitoring, investigation, inspection, follow-up, enforcement and remedy of violations under Municipal Bylaws and Provincial Acts.

Licence Officer:
Conduct business inspections and related business Licence investigations
Ensure adherence to licensing regulations and conditions pursuant to the Business Licence Bylaw; this may include investigations for specific business categories related to massage practitioners, escorts, body rubs, health enhancement, exotic entertainment and adult entertainment
Community and Stakeholder engagement about bylaw requirements and regulations; Explain bylaws, policies and procedures to the public and to industry stakeholders to gain cooperation and compliance
Collect evidence and share sensitive information with external enforcement agencies; Prepare files and court briefs; give evidence in court as required
Work in close partnership with the Edmonton Police Service, Alberta Health Services, relevant stakeholder agencies and organizations
Determine appropriate enforcement action: issue written or verbal warnings, violation or specified penalty tickets

Municipal Enforcement Officer:
Conduct investigations to verify and satisfy appropriate legislative and regulatory provisions
Explain bylaws, policies and procedures to the public to generate cooperation and voluntary compliance
Conduct physical inspections to assess property conditions, people, places, activities or events that impact the health and safety of citizens or are governed by required legislation
Collect evidence, prepare files and court briefs; give evidence in court as required
Apply discretion to evaluate situations and determine the appropriate enforcement action.
Issue violation notices, specified penalty tickets or Government Orders
Completion of a 2 year diploma in the law enforcement field from a provincially recognized institute or college.
Minimum of 3 years public contact experience including 1 year of diverse bylaw enforcement experience ; Investigative experience is an asset.
Knowledge of the Criminal Code, bylaws, enforcement powers and authority, court proceedings and rules of evidence
Ability to exercise sound judgment, discretion and diplomacy in dealing with the public; must possess effective conflict resolution and investigative skills; must exemplify strong moral character
Excellent skills in oral, written and interpersonal communication, report writing, letter composition, presentation preparation and court presentations
Ability to effectively organize, prioritize and re-prioritize work
Must be able to tolerate difficult working conditions and sensitive subject matters. Applicants must be able to manage conflict, handle difficult citizens and maintain professionalism during difficult or unique situations, including situations related to the adult entertainment industry.
Must be willing to work a flexible work schedule, including evenings and weekends
Experience using enforcement databases and proficient in the use of computer software
Valid Alberta Class 5 driver's licence. Must obtain business auto insurance for personal vehicle use on City business
Ability to obtain and maintain Peace Officer status
Up to date immunization requirements
Hire is dependent upon an Enhanced Police Information Check satisfactory to the City of Edmonton. A suitable enhanced security clearance is a condition of employment.

Salary: $35.997 - $45.143 (Hourly); $63,417.71 - $79,530.68 (Annually)
